Purpose of the Role


Under the supervision of the Project Leader, and in cooperation with KE2 Lead Cybersecurity Adviser, KE1 will be responsible for the implementation of the action.  KE1 is an expert in the area of good governance and quality assurance within cyber security reform.  S/he will provide technical management and advice to support the implementation of the project as well as quality assure project outcomes, in line with good governance and development best practice.  S/he will coordinate engagement with the stakeholders of partner countries using a whole-of-government and multi-stakeholder approach.  S/he will ensure that the team of experts work in alignment with the project objectives.  S/he will be a representative and advocate for NI-CO and the project in meetings / conferences etc.


Key Tasks and Functions

  • To make a key technical contribution to the project implementation particularly in the field of broader governance and public policy reform linked to cyber security and cyber resilience, including the preparation of work plans through close engagement and cooperation with partner stakeholders
  • To engage in day-to-day liaison with project counterparts in partner countries
  • To provide technical support, coordinate and quality control the work of the project’s non-key experts for individual activities/outputs of the work plan 
  • To undertake regular visits in partner countries to oversee project implementation and to monitor the progress of the project against agreed benchmarks and indicators
  • To prepare and attend regular meetings of the project Management Committee and the project Steering Committee as required
  • Assisting in drafting of Terms of Reference for technical experts 
  • To contribute to project reports (e.g. inception, progress) and other key project documents / outputs 


Profile - Person Specification



  • University degree in computer science, STEM subject (Science, Technology, Engineering and Mathematics),or other relevant discipline 
  • Fluent in spoken and written English


Professional Experience 

  • At least 5-7 years´ professional experience in cybersecurity policy, national cyber security strategy development and internet governance issues particularly in the context of international cooperation 
  • Experience of working with relevant international and national stakeholders (including government agencies, private sector, civil society, technical community) 
  • Demonstrable experience of developing an action plan based on an overarching strategy
  • Familiar with the various international organisations and networks in the field cybersecurity (FIRST, regional CERT organizations, ITU, Meridian) and their respective roles
  • Knowledge of cybersecurity transformation programmes
  • Demonstrable experience in advising on CERTs set-up, on their cooperation with law enforcement and private sector, including experience with public private partnership collaboration models 
  • Demonstrable experience in capacity building 
  • Experience of working in a multicultural environment
  • Experience in providing an interface between technical/operational detail and broader cyber policy development
  • Excellent project management skills


  • Demonstrable experience of managing the implementation of at least one large donor funded project in a discipline relevant to the project (preferably EU funded)

Additional requirements (Desirable)

  • In country/regional experience preferably in some of the first wave priority/hub countries or in the countries in which we aim to work
  • Proficiency in additional languages may be an asset
