Assistant Professor (1.0 FTE)
The Institute of Security and Global Affairs (ISGA) of Leiden University seeks to expand its academic staff by appointing an assistant professor with expertise on cyber conflict and offensive cyber operations (1.0 fte)
International cyber security governance needs to be considered from a well-informed understanding of how states engage in cyber conflict. How and why do states engage in offensive cyber operations and how do they respond to major cyber-attacks? Understanding state behavior in cyber conflict is in turn critical to understanding how states engage in discussions on international law, attribution of attacks and negotiations about normative frameworks, such as those at the UN level. We are therefore looking for a scholar who combines in-depth expertise on cyber conflict, including an interest in cyber threat intelligence, with expertise in researching normative state responses and regulation in relation to cyber conflict.
The Institute seeks to expand its academic staff by appointing an assistant professor in Cyber Security Governance, with a specialisation in cyber conflict and offensive cyber operations. The ideal candidate has expertise on cyber conflict and offensive cyber operations and the governance of cyber conflict, demonstrated by a strong publication record, experience with broader engagement with states and other stakeholders on these issues, and the ability to teach these subjects to students and professionals. The candidate will be expected to teach across several programmes in the institute, notably the master programme Crisis and Security Management, the bachelor programme Security Studies and/or the future bachelor programme Cybersecurity and Cybercrime.
The successful applicant will be expected to:
• Develop and teach courses related to cyber security and cyber conflict, to students from a diversity of academic backgrounds;
• Conduct independent research on topics related to Cyber Security Governance, with a focus on cyber conflict and hostile state operations, and support the ongoing development and implementation of the research strategy of the Institute;
• Participate in professional-learning courses to maximize the societal impact of academic research and ensure its relevance beyond the academy;
• Engage in the public debate on Cyber governance and cyber conflict and organize academic and public events on these issues;
• Continue to build an (inter)national network that spans both academics and policymakers and practitioners working on topics related to Cyber Security Governance and cyber conflict;
• Supervise theses and capstone projects;
• Tutor students by providing mentoring and advice;
• Acquire and manage research funding and/or training projects from third-party sources, such as the Netherlands Organisation for Scientific Research (NWO) or the European Union, or from sources such as Ministries or other funding bodies;
• Actively contribute to the renewal and ongoing improvement of educational practices at Bachelor’s and Master’s level.
• PhD degree in Cyber Security, or a closely related field with direct relevance for the interdisciplinary research carried out within the research group Cyber Security Governance;
• Outstanding research qualities manifest in a proven record of publishing on cyber conflict, state responses to cyber conflict, and the international governance and normative ‘regulation’ of cyber conflict;
• Demonstrable experience and excellence in research-led teaching, both to students and executives;
• Demonstrable passion for education, in and out of the classroom (experience with teaching and technologies for blended learning is a plus);
• Demonstrable record of organising and coordinating academic and public events, workshops and conferences on the topics of cyber conflict and cyber security governance;
• Demonstrable commitment to a close-knit, interdisciplinary academic community;
• Excellent command of English, demonstrable ability to teach in English;
• Knowledge of other languages relevant to the scientific study of cyber security, such as Russian or Chinese desirable;
• Excellent network in the world of professionals in the field of cyber security governance and cyber conflict at both the state and non-state levels (threat intelligence companies, NGOs, technical corporations);
• Leiden University requires teaching staff to obtain the University Teaching Qualifications (UTQ). If the successful applicant does not already possess this qualification or its equivalent, he/she must be willing to obtain this Qualification within two years.

This position is situated within Leiden University’s Institute of Security and Global Affairs (ISGA), part of the Faculty of Governance and Global Affairs (FGGA) and based in The Hague. ISGA is a scientific institute that focuses on multidisciplinary research and education within the international field of security studies. The approach to issues of security is glocal, that is to say that the local, national, transnational and global impact is studied and analysed in conjunction with each other. Terms and conditions
The position starts as soon as possible, but no later than 1 September 2022. The appointment will be made on a temporary contract of 1 year. A permanent appointment may be possible during or after the term of the initial contract, depending upon performance (including teaching, research and administration) and the budgetary situation of the Institute. The salary ranges from € 3,637 to € 4,978 gross per month (pay scale 11 in accordance with the Collective Labour Agreement for Dutch Universities).
