Staff Officer (Energy Security)

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR.

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions.

The Joint Engineer Division is responsible to COM JFCBS for all Military Engineering (MILENG) aspects and has coordinating and technical authority over MILENG resources on operations.

The Engineer Plans Branch is responsible to manage and oversee theatre infrastructure within assigned Area of Responsibility (AOR).

The Engineer Infrastructure Section is responsible for providing advice on all infrastructure matters.

The incumbent provides advice and supports the different phases to incorporate the military aspects of energy security into operations, plans, and NATO Security Investment Program (NSIP).

The main duties of Staff Officer (Energy Security) are to:

• Provide Engineer advice, policies and guidance on Energy Security within the Joint Operational Area.
• Coordinate the integration of Military Aspects of Energy Security into JFCBS processes, planning, operations, and NSIP.
• Acts as staff officer in support of Energy Security (ENSEC) training requirement authority Assistant of Chief of Staff Joint Engineers Division (ACOS JENG).
• Integrates ENSEC with other emerging overlapping topics such as Climate Change & Security.
• Critical Energy Infrastructure Assessments.
• Assists with Environmental Protection and Energy Efficiency responsibilities.
• Any other duties as designated by ACOS JENG.
• Functional Area decision authority

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  University Degree or equivalent in the field of Energy and Environmental Security, Environment and Sustainability, Electrical Engineering or related field/subject. 

Ø  Minimum 2 years’ professional experience in Energy Infrastructure Management.

Ø  Experience in Environmental Protection Studies and Environmental Impact Assessment in a large installation.

Ø  Professional experience in Energy audits.

Ø  Professional experience in Integration of Renewable Energy in installation.

Desirable Qualifications are:

Ø  Experience implementing energy security projects.

Ø  Experience in NATO NSIP programme and NATO common funding principals.

Ø  Completion of for this position relevant courses/training.

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released.

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable.

For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, with the exception of the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
