Role responsibilities:

The JISR Service Line Chief is accountable to the Director of Application Services for facilitating interoperability within the NATO JISR COI and with Nations. For planning and executing all lifecycle management within the activities for JISR services to include: strategy; policy; process and application/capability design; implementation; acquisition; transition; operation and improvement for JISR; Electronic Warfare (EW); Geospatial and Space COI Services; that includes subject matter expertise; research and development; software engineering; acquisition and service operations in the following areas, as defined in the C3 Technical Services Taxonomy: JISR Computation; JISR Information; EW; Geospatial..
 
You will fill the position of a Principal Scientist in the area of Joint Intelligence, Surveillance and Reconnaissance (JISR) Service Line, Surveillance & Reconnaissance Services Branch and you will be responsible for:
 
  • Coordination and cooperation of work with other staff within the JISR Service line and within other organisational elements of NCI Agency;
  • Establishing and maintaining internal and external contacts with scientists, managers and military staff concerned with similar or related efforts in other NATO agencies and NATO commands;
  • Representing the Agency in assigned NATO committees, working groups and panels as appropriate according to available expertise;
  • Maintaining contact as required with representatives of industrial organisations within the NATO nations;
Liaison as required with national organisations with related roles and responsibilities
 
Under the direction of the Chief, Joint Intelligence, Surveillance and Reconnaissance Service Line, you will perform duties such as the following:
 

 

  • Act as the senior engineering expert within the Surveillance and Reconnaissance (S&R) Branch supporting NATO’s JISR initiatives and capabilities;
  • Develop and manage NATO JISR stakeholder relations and expectations, specifically within the NATO Command Structure, NATO Airborne Early Warning (NAEW) & Alliance Ground Surveillance (AGS) forces, Alliance Future Surveillance & Control (AFSC) host nation, NATO HQ and other NATO agencies;
  • Liaise with the users to understand their technical and operational requirements and facilitate further requirements analysis and development in close collaboration with the user community;
  • Manage and supervise individuals and teams providing technical and operational contributions to the conception, development and execution of JISR related projects;
  • Take responsibility for the management of projects, either as Project Manager or deputy, including planning and management of project tasks and resources in accordance with Agency directives and guidelines;
  • Plan, manage, and conduct trials and exercises in support of the operational and technical development of Joint ISR capabilities, including interoperability, integration, and doctrine;
  • Support the S&R Branch Head and Chief, JISR Service Line for resource and portfolio management, as required;
  • Represent the Service Line in senior management meetings and in meetings with external stakeholders;
  • Perform other duties as required.
 

 

Person specification

Qualifications required:

We are looking for a candidate with a Master of Science (MSc) degree at a nationally recognized/certified University in Engineering or Computer Science. Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience (15years) of relevance to this post, or with a military experience in a related subject.

Experience required:

In addition to a minimum of 8 years of post-related experience, you will also have:
  • Strong domain knowledge in Joint Intelligence, Surveillance and Reconnaissance and Command and Control, including systems, operations, organization, processes and interoperability.
  • Experience in design, implementation, testing and operation of military C2 and ISR systems in a technical  or management role;
  • Strong knowledge of C2 and ISR platforms and sensors with a focus on airborne surveillance and control capabilities;
  • Experience in managing diverse teams of technical and operational experts and military users
  • Knowledge of NATO responsibilities and organization to include, Allied Command Operations, Allied Command Transformation, subordinate commands, NATO AEW&C Force and NATO AGS Force;
  • Strong knowledge and hands-on experience in project management using a formal methodology such as PRINCE2 or PMI;
  • At least 8 years’ experience in management of complex C4ISR projects for a large organization;
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good presentation skills
 
The following will be considered as an advantage:
  • Recent experience in the following fields:
      • Requirements development and analysis related to C2 and ISR capabilities;
      • Organizing and supporting military trials and exercises;
      • ISR related NATO Standardisation Agreements (STANAGs) and relevant industrial standards;
      • Development or employment of operational and system architectures;
  • Master’s in Business Administration
  • Formal project management qualifications such as PRINCE2 or PMI;
  • Strong knowledge of NATO operations, NATO JISR implementation, and NATO-owned or national C2 and ISR platforms;
  • Technical, operational and programmatic knowledge of NATO AEW&C and NATO AGS capabilities;
  • Experience in working in an international environment comprising both military and civilian elements.

Travel:
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries
 
Language skills:

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
 
 
Contract
 
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
 
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
 
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
