The NCI Agency is looking for a talented Engineer (Architecture Data & Tools Manager)
The Directorate Air Missile Defence Command & Control (AMDC2) ensures the harmonized planning, implementation, deployment evolution and support of the Air Command and Control System (ACCS) and other Air Command & Control (AirC2) and Ballistic Missile Defence (BMD) assigned programmes, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions. The Directorate of AMDC2 is the procurement and implementation body of the NCI Agency, charged with the effective planning, execution, delivery into Service, evolution and through-life logistic support of NATO’s AirC2 / BMD systems and assigned national AirC2 systems.
Systems Engineering Branch (SEB) is responsible for the direction and management of the activities related to the SoS architecture and requirements for the BMD programme. The development and maintenance of the Architecture Definition Document (ADD), the Architecture Requirements Specification (ARS) and of the Interface Control/Definition Documents (ICD/IDDs) for the interfaces between the various systems in the BMD SoS Architecture and for the BMD capability at the SoS level. SEB also ensures that the verification and validation of the documented requirements is adequately considered and supported.
Role Responsibilities
Under the direction of Chief SEB, you will perform the following duties:

Design, document and maintain logical models to capture the information required to describe the enterprise architecture;
-
Implement the models in the different tools to form a consistent integrated architecture repository;
-
Migrate, link and merge data across different tools;
-
Design and implement complex queries across the tools to support the production and the exploitation of the information in the architecture;
-
Design, implement and maintain complex visual and tabular reports based on the data contained in the toolset;
-
Design, implement and maintain dedicated front-ends to facilitate data capture;
-
Maintain concurrent configuration control over the evolution of the architecture’
-
Perform system administration duties to ensure the toolset’s availability, integrity and confidentiality;
-
Design and document engineering processes that are consistent with and that exploit the integrated toolset’
-
Support internal and external technical reviews with stakeholders (e.g. Nations);
-
Perform any other duties as required.
Person Specification
We are looking for candidates with a Master of Science (MSc) degree or a Bachelor of Science (BSc) degree in electrical engineering, physics, operations research, computer science or other relevant scientific or engineering discipline at a nationally recognised/certified University or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post, such as programme management qualifications and experience, or with a military experience in the related subject with at least 10 years post related experience.
Experience Required
In addition to and 2 years’ experience (Master’s degree) or 4 years’ experience (Bachelor’s Degree) in the duties related to the function of the post, we also require the following:

A minimum of 2 years of experience in data modelling and in developing and maintaining the data structures for enterprise architectures;

Extensive experience in using common enterprise architecture and requirements management tools such as System Architect, DOORS, Troux, Enterprise Architect;
-
Knowledge of database design, management, administration and exploitation;
-
Extensive knowledge of the MS Office suite, its support for automation (e.g. VBA, Visio shapesheets) and its use in an enterprise environment;
-
Knowledge of architectural frameworks such as TOGAF and modelling frameworks such as NAF, DoDAF and ArchiMate;
-
Experience in web design over MS SharePoint, including server and client side scripting;
-
Experience in data mining, business intelligence and data visualization;
-
Knowledge in the development and maintenance of a system of systems architecture, and in requirements specification/management processes and tools.
The following will be considered as an advantage

Knowledge of NATO or National air and missile defence operational aspects;

Knowledge of Static and Deployable Communications Networks;

Knowledge of System of Systems Cyber Security and Safety;

Knowledge of Service Oriented Architecture and Web Services related standards;

Knowledge of the ACCS, Bi-SC AIS, NATO General Purpose Communications Systems (NGCS) and their requirements formulation and implementation processes;

Prior experience of working in an international environment comprising both military and civilian elements;

Knowledge of NATO responsibilities and organization, including ACO and ACT.

Travel
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices;
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
Language Skills
A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
NOTE: Most of the work of the NCI Agency is conducted in the English language.
Contract
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
- Renewal is in the interest of the Agency.
- Staff member's desire to remain with the Agency.
- The financial situation provides sufficient funding for the post held.
- The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
- Staff member has served the Agency with performance to the required standard as defined by the Agency,
- Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
