Security Delta (HSD)

The Dutch security cluster 'Security Delta' (HSD) is a network of businesses, governments and knowledge institutions that work together on innovative security solutions and knowledge development. In this network, security issues are discussed and knowledge is shared on cyber security, national and urban security, protection of critical infrastructures, and forensics. The HSD partners have a common goal: a more secure world, more business activity and more jobs. The core of the security cluster is the HSD Campus, the national innovation centre for security in The Hague.

Security is a societal issue with many challenges in today’s complex world. Knowledge sharing and collaboration are crucial for the realisation of the necessary and viable innovations in the field of security. Now and in the future.

What are the tasks of HSD Office?

The Dutch security cluster HSD is supported by HSD Office. As an independent organisation, HSD Office accelerates collaboration in the Dutch security cluster, connects businesses, governments and knowledge institutions and facilitate knowledge sharing between them. More information about HSD’s approach to triple-helix cooperation can be found in the report ‘The Value of Cooperation – Innovation in Dutch Security in Perspective’. Together with these organisations, HSD Office sets up innovation programmes which are open to all who are interested. HSD Office establishes both national and international knowledge and trade partnerships. Moreover, HSD Office provides HSD Partners with access to market, innovation, knowledge, capital and talent. By doing so, the HSD Office together with HSD Partners, acquires talent, investors, conferences and foreign organisations to the Netherlands.

The HSD Office aims to:

  • Expand a visible, working knowledge cluster
  • Actively facilitate consortia, and contribute to a clear relationship between consortia of innovation budgets and financial instruments
  • Develop a Human Capital Agenda
  • Position the Dutch security cluster HSD (inter)nationally and to attract talent, investors, congresses and organisations

History

By the end of 2010, the HSD 'Pieken in de Delta project' was initiated by a consortium of TNO, Twynstra Gudde, The Hague University of Applied Sciences, HCSS, Chamber of Commerce The Hague, Netherlands Forensic Institute and West Holland Foreign Investment Agency. The aim was to professionalise the security network, to investigate the possibilities for a financial fund or development organisation and to develop innovation houses on the most important themes —national, urban and cyber security, forensics and protection of critical infrastructures. In addition, the Municipality of The Hague initiated a stakeholder dialogue with a number of large employers in security, including Siemens, Thales, Fox-IT, Trigion and the Ministry of Security & Justice. The Hague Security Delta was officially launched as a 2-year project in March 2012, with support of The Municipality of The Hague and the Dutch Ministry of Economic Affairs. On 9 July 2013, The Hague Security Delta has officially been established as a foundation. On 14 February 2014 Minister Opstelten (Security and Justice) and Mayor Van Aartsen (municipality of The Hague) officially opened the HSD Campus.
